Sibulo started his public service as city fiscal for Naga City after passing the bar in 1951. In 1955, he founded and organized the Naga City Jaycees and became its first president, to be re-elected several times, and in 1964 became the chairman of the Jaycees national convention held in Naga City, the first time that it was held outside Manila.

In 1964, Sibulo was elected city vice mayor and in 1965 became city mayor when then City Mayor Ramon H. Felipe, Jr. was elected congressman. Sibulo went on to serve as city mayor for three consecutive terms, from January 1968 to February 1980 – (January 1968 – December 1971), (January 1972 – January 1976), (Feb. 1976 – Feb 1980).

During the administration of Felipe and Sibulo the public market was established (1964) and completed (1969) due to their efforts. 

After the end of his political career, Sibulo was appointed judge of the regional Trial Court in 1983 until 1987 and later appointed as Commissioner of the Commission on Human Rights in 1995.

In October 5, 2011, former Naga City Mayor Vicente P. Sibulo passed away at the age of 86.

He was the former City Mayor of Naga under whose watch the Naga City Public Market (now Naga City People’s Mall) was built to become the biggest single-roofed pubic market in Southeast Asia.

Ramon, Jr. was born in March 11, 1920 in Naga City to Ramon B. Felipe and Rosalia Felin Hidalgo. He completed his primary and intermediate education in 5 years under the Naga public school system and graduated class valedictorian in 1932. He enrolled at the Camarines Sur Provincial High School in his freshman year; but transferred to the Ateneo de Manila University where he got his high school diploma with first honors.

In college at the Ateneo de Manila, Ramon was a full scholar, the President of the Ateneo Student Council, Associate Editor of the Guidon, and an organist of the Ateneo Choir. He received his AB in 1940, graduating summa cum laude and was granted a full scholarship to the College of Law. When war broke out on December 8, 1941, Ramon reported for duty with the USAFFE as an ROTC sergeant, but he never saw active duty.

In the summer of 1941, Ramon met his future wife, Aida de Belen Abella, a fellow Bicolana. They were married at the Archbishops’ Palace in Naga. Their union bore eight children: Cecile, Annabel, Amelia, Marlene, Emeterio, Ramon, Antero and Jesus.

In 1945, Ramon placed third in the Philippine Bar Examinations, even before formally graduating from law school. Active in socio-civic organizations, he served as President of the Junior Chamber International (Naga) from 1957 to 1958. Running as an independent LP candidate, Ramon became the mayor of Naga City in 1963 and served until 1965.

Before he could finish his term, he was drafted by his party to run for Congressman of the first district of Camarines Sur (the province then was divided into only two districts, with Naga City belonging to the first district). He won against the incumbent, Rep. Juan F. Triviño. While in Congress, he was chosen one of Ten Outstanding Congressmen every year of his first and second (5th Congress, 1965-1969; 6th Congress, 1969-1972) terms by media. In 1969, he was elected Minority Floor Leader.

When martial law was declared in 1972. Ramon returned to his private law practice. In March 1975, he joined the Araneta Group of Companies as its vice president for Legal Affairs. President Ferdinand Marcos, under pressure to assign an opposition member to the Commission on Elections, appointed Ramon in time to oversee the 1984 Batasang Pambansa elections. He continued to assume the same post under President Cory Aquino, until he retired on February 3, 1988.

Ramon H. Felipe, Jr. passed away on June 15, 2017 and was buried at the Sto. Nino Memorial Park.

After Mayor Jesse M. Robredo ended his third term, he was fielded by the party to run and won as Mayor of Naga City. When he assumed the reins of the city at 50, he was already armed with some 23 years of experience as a development agent.

Shortly after graduation in 1973, he joined the Bicol branch of the Social Survey Research Unit, becoming its Director five years later. From there, he worked with the Philippine Mission of the United States Agency for International Development for 16 years. He was the highest-ranking Filipino Officer of the mission when he opted for early retirement in 1996. On June 30, 2001, he completed a three-year term as Mayor of Naga City.

After his stint as city mayor, Sulpicio S. Roco Jr. ran for Congressman of the Second District of Camarines Sur. He won under the banner of Aksyon Demokratiko.

Jesse M. Robredo, who served as mayor of Naga City, Philippines for 19 years, is an internationally recognized expert in local governance.

He is an Edward Mason Fellow and a graduate of Masters in Public Administration at the John F. Kennedy School of Government, Harvard University, Cambridge, Massachusetts. Previously, he completed his Masters in Business Administration at the University of the Philippines, finishing at the top of his class as university and college scholar. He is an alumnus of the De La Salle University, having obtained undergraduate degrees in Industrial Management Engineering and Mechanical Engineering.

Mayor Robredo joined San Miguel Corporation’s Magnolia division after his graduation from De La Salle in 1980. Returning home to Naga City in 1986, he was named Program Director of the Bicol River BasinDevelopment Program, an agency tasked to undertake integrated area development planning in the region’s three provinces.

In 1988, he won his mayoralty bid, making him the youngest Philippine city mayor at the age 29. He would later serve the city for an unprecedented six 3-year terms as local chief executive.

Cited in 1999 by Asiaweek Magazine for transforming Naga City from a lethargic Philippine city into one of Asia’s Most Improved, Robredo energized the bureaucracy, dramatically improved stakeholdership and people participation in governance, in the process restoring Naga to its preeminent position as premier city of the Bicol Region. Today, Naga is considered a model local government in the country and a laboratory of local government innovation.

In recognition of his skills and competence as a leader and development manager, his peers elected Robredo president of the League of Cities of the Philippines, the national association of city mayors, in 1995. He was also elected chairman of the Regional Development Council, the regional planning and coordinative body of Bicol’s six provinces and seven cities, from 1992-98.  Since 1995, he also chairs the Metro Naga Development Council.

In recognition of his work, Robredo received 14 major individual awards, including the 2000 Ramon Magsaysay Award for Government Service, the 1996 Outstanding Young Persons of the World (TOYP) Award, the Outstanding Young Men of the Philippines (TOYM), 1998 Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines and the first ever “Dangal ng Bayan ” Award of the Civil Service Commission. In March 2008, he was conferred an honorary Doctor of Humanities degree by the Far Eastern University in Manila.

A trustee of Synergeia Foundation, a national advocacy group for education governance reforms, Robredo is a member of the Liberal Party of the Philippines and a prime mover behind the Kaya Natin!, a national movement that seeks to bring genuine change and ethical leadership in the country.

Mayor John G. Bongat is the eighth Local Chief Executive of the City of Naga, Camarines Sur in the Bicol Region, Philippines. He served as City Councilor for 3 consecutive terms from 2001 to 2010, and was elected Mayor in the same year and re-elected in 2013 and 2016. Mayor Bongat earned his Bachelor of Laws degree from the UP College of Law after taking up AB Political Science at the Ateneo de Manila University.

Prior to his becoming a Councilor and later on Mayor of Naga, Bongat practised his law profession with two reputable firms in Makati and was later appointed Corporate Secretary and Assistant Vice President of Megaworld Corporation. Believing that those who have less in life should have more in law, Mayor Bongat, as a young lawyer also served as National Director for Legal Aid of the Integrated Bar of the Philippines, providing free legal assistance to fellow Filipinos in need.

In the May 2010 elections, he handily won as Mayor of the Queen City of Bicol on a platform of leadership by example, further cementing his motto that “Leadership is Action, not position.”

In the May 2013 elections, almost unopposed, Mayor Bongat was given a fresh mandate by his fellow Nagueños, and in 2016, he clinched his third consecutive and final term as Mayor, again with overwhelming votes. Since 2011, Mayor Bongat’s Administration has contributed more than 120 regional, national and international awards for the city across different areas of governance. His tenure ends June 30, 2019.

In 2012, Naga received the 2012 Freedom Project Award given by the Friedrich Naumann Foundation of Germany.

In 2014, the Lee Kuan Yew Institute of Public Policy of the National University of Singapore recognized Naga’s ICT-driven project entitled “Using ICT for Civic Engagement towards Responsive Decision-Making” as the “Most Inspiring Innovation in E-Government and Participatory Innovations” in Asia. In same year, Naga was adjudged by the National ICT Confederation of the Philippines (NICP) as the Best City in the country implementing effective e-governance in the 1st e-Gov Awards.

Mayor Bongat received in 2016 the prestigious CEO Excel Award given by the International Association of Business Communicators Philippines for his exemplary leadership in the field of public service.

In 2017, Naga was conferred for the first time the Apolinario Mabini Award by the Philippine Foundation for the Rehabilitation of the Disabled, Inc. for exemplifying exceptional care, through accessible basic services, for its constituents with disabilities.

Because of Mayor Bongat’s proactive leadership, Naga was awarded in the same year by the Manila Times as one of the model cities and most livable urban centers in the country, and was hailed as the best component city in terms of livelihood and employment promotion.

In the second half of 2017, three of Naga’s programs were shortlisted as among the country’s top 20 Galing Pook best practices out of 158 evaluated programs from LGUs nationwide. In 2018, the city’s Community Based Rehabilitation Service Program and Barangay Literacy Worker (BLW) Program again made it to the elite cut from a total of 156 good governance practices of LGUs evaluated. This innovative BLW program romped off as a winning Galing Pook best practice.

In 2018, Mayor Bongat was chosen as one of the Ten Outstanding Movers of the Philippines (TOMP) by the Save Me Movement. In the 2018 Digital Cities Awards sponsored by the Department of Information and Communications Technology (DICT), the National ICT Confederation of the Philippines (NICP) and the DILG, Naga thru its Alisto Serbisyo App (or ASApp) project was adjudged as Champion City for being Best in e-Gov Inter – Operability (G2G Category).

Like his predecessor, the late DILG Secretary Jesse M. Robredo, whom he succeeded in 2010, Mayor Bongat continues to reap honor for the city, foremost of which, among many others, is Naga’s being adjudged for 2 consecutive years (2015 and 2016) as the country’s Overall No. 1 Most Competitive Component City in the Philippines, and No. 2 Overall Most Competitive in 2017 and 2018, a feat unparalleled and unprecedented in the competitiveness rankings history. In fact, in the area of economic dynamism, Naga has occupied the No. 1 spot unthreatened for four years in a row (2015 – 2018).

Today, Naga has indeed seen tremendous growth in university enrolment, in the number of economic enterprises, in tourism and in Business Process Outsourcing and Management Services as thousands of the city and the region’s graduates have, in the past 4 to 5 years, found their rightful place in these thriving industries.

Mayor John Bongat, with his game-changing leadership, braced by a solid foundation of good governance, has recently been named by the United Cities and Local Governments – Asia Pacific (UCLG – ASPAC) as SDGs Champion Mayor of Southeast Asia, along with 2 other Mayors from Penang Island City, Malaysia and Nadee City, Thailand, bringing pride not only to Naga but to the country as well.

The ninth Local Chief Executive of the City of Naga, Camarines Sur in the Bicol Region, Philippines.

As the new mayor of Naga City, Nelson S. Legacion vows to bring closer to the people the City Government of Naga and to create a more enabling and more empowering environment for the Nagueňos, captured in his administration’s slogan: “Nalalaoman. Nasasarigan. Nangangataman.” (Reliable. Dependable. Caring).  His leadership directions focus on making Naga a self-reliant and caring city.

Atty. Legacion’s career as a public servant began on July 2, 2001 when he was appointed as City Legal Officer by the late former Naga Mayor and Interior Secretary Jesse M. Robredo.  As counsel of the people, he successfully prosecuted expropriation cases that resulted in the distribution of residential lots to Urban Poor beneficiaries. His most important legal victory for the people, however, is when he successfully represented and saved the city from an ejectment case, which, if lost, could have cost hundreds of millions of pesos to the Nagueňos as payment for rental payments alone or, worst, could have resulted to the loss of the city government’s edifice and other government agencies’ offices and, subsequently, the crippling of their functions.

For his accomplishments and love for Naga, Legacion was elected by the Nagueňos for two terms in the city council (2007-2010 & 2010-2013). As Councilor, he brought his life experience in the Sangguniang Panlungsod and pushed for legislation that help uplift the socio-economic status of the destitute and underprivileged.

Proving himself as an excellent legislator with a heart for the Naguenos, especially the underprivileged, he was chosen by the people to be the city’s vice mayor. As presiding officer of the Sangguniang Panlungsod, he introduced reforms on two key points: (1) promptness to pass sound legislations responsive to the needs of the changing times, and (2) capacity to enact so-called “welfare legislations” along the spirit of the words of President Ramon Magsaysay that: “He who has less in life should have more in law.”

When not wearing his hat as a public servant, he is a loving father to four children: Nathaniel Emil, Neal Emerson, Nadine Eina and Nepthali Eman, and an affectionate husband to his wife, Atty. Marion Eloisa Escueta Legacion.
