THE City Government of Naga needs to strengthen its fund generation campaign and networking to cope with the negative impact brought about by the LGU’s decreased share in the National Tax Allocation (NTA).

This was given emphasis by Mayor Nelson Legacion who revealed that his administration keeps a list of big-ticket projects that are due for implementation this year.  “The city government has to augment also the funds for the infrastructure projects whose constructions began last year and have to be completed within the year,” he said.   

The slash in the NTA share which was felt by the LGUs across the country happened due to the drop in tax collection by the national government from different industries in 2020 and 2021 during which the operations of businesses were greatly affected by the Covid-19 pandemic.

He said that the adverse effect caused by the cut in the NTA will be felt until 2024 considering that the allocations to be received by the LGUs for that year will depend on the revenues collected by the national government in 2021 or three years before the applicable year.  “If the applicable year is 2023, an LGU will receive its allocation based on the revenues collected by the national government in 2020,” the mayor said.

The global economy was severely impacted by the Covid-19 pandemic in 2020 when movement restrictions and major disruptions to the global supply chain drastically reduced economic output at all levels. Naga was not spared, with many local businesses forced to close or suspend operations, leading to significantly lower taxes collected by the national government, a portion of which forms a large part of LGUs’ budgets three years down the line.

Another factor that made the allocation of the cities to shrink was the conversion of two municipalities into cities, which, based on the law, must have been allocated with individual shares in the NTA, thereby making the funds distributed to all the cities throughout the country even smaller.       

The mayor said the situation has made Naga City to suffer a deficit in its 2023 budget of around P150 million.  Naga approved a P1.5 billion budget for 2023, which is lower than the one approved in 2022.

In the city government’s Satong Aramon program hosted by Allen Reondanga, head of the City Events, Protocol, and Public Information Office (CEPPIO), Legacion bared that the city was able to acquire at least P1.5 billion as a firm funding commitment intended for the construction of roads and other lifeline projects including the Naga City Convention Center in Barangay Carolina and the Center for Safety and Resiliency (CeSaR) at the Balatas New Development Area (BNDA). 

He said the funds and the projects on which they will be spent were included already in the 2023 General Appropriations Act.

Aside from the P1.5-B, Legacion also disclosed that the city government is confident in can acquire additional funding assistance for the projects by way of un-programmed appropriations based on the assurances made by an official of the Department of Public Works and Highways (DPWH).

Un-programmed appropriations are those which provide standby authority to incur additional agency obligations for priority programs or projects when revenue collection exceed targets, and when additional grants or foreign funds are generated.

The mayor said that the construction of the convention center, which will be completed in two- or three-years’ time, needs at least P600-M funding requirement while the CeSaR has to be funded with more or less P400-M to be accomplished including its technology requirements to make it resilient against potential calamities.

He announced that due to fund sourcing initiatives that his office has undertaken, the city government was able to generate an initial amount of P145 million for CeSaR.  Bidding processes are now being prepared by the DPWH.  For the convention center, the LGU has generated P100 million as initial fund.

Since July 2022, Legacion has begun networking with the offices of senators, congressmen, various national government agencies and government officials to be able to generate more funds for the city’s projects.

“I am glad to inform my fellow Nagueños that with such initiative the city government was able to acquire firm funding commitment of P1.5 billion from different sources which is now included in the national government’s 2023 general appropriations act passed by the House of Representatives and the Philippine Senate and approved by President Marcos Jr.” the City Mayor said.

The National Commission for Culture and the Arts (NCCA) has urged the Home Development Mutual Fund (HDMF) or Pag-IBIG Fund to suspend all activities that may adversely affect the physical integrity of the former Filipinas Life Assurance (FLA) building located along the highway of Concepcion Grande in Naga City, which the latter plans to demolish to give way for the construction of a six-storey building that will house the agency’s Naga City branch office.


Oscar G. Casaysay, NCCA executive director, on March 2 this year issued the request to Secretary Eduardo D. Del Rosario of the Department of Human Settlement and Urban Development (DHSUD) and chairman of the HDMF, through Acmad Rizaldy Moti, HDMF chief operating officer, and Theody Jean D. Amador, head, Naga Housing Business Center.


Casaysay informed Del Rosario that the building is “a work of National Artist Leandro Locsin that was constructed in 1970. He said it is “considered an Important Cultural Property (ICP) under Section 5 of Republic Act (RA) 10066, otherwise known as the National Cultural Heritage Act of 2009, and Section 48 of the same act prohibits demolition, modification, or alteration of presumed ICPs, thus, any public or private entities must seek clearance first from this Commission for any development or activities which may affect any cultural property.”

In addition, Casaysay said that since the building is “more than 50 years old, Section 5(g) of the same law also grants it protection because of the presumption that it may have historical significance which allows the National Historical Commission of the Philippines to exercise jurisdiction over the same.”


According to Del Rosario, HMDF or Pag-IBIG Fund has the right to file a petition for the removal of the presumption of ICP subject to the guidelines of the NCCA Board Resolution No. 2021-313.


To recall, Bicol Mail in its Feb. 24, 2022 issue published on its front page a photo of the FLA building with a caption that it is scheduled for demolition to give way to the new Pag-IBIG building.


Upon learning the news, Alec Santos, chief of the Arts, Culture and Tourism Office (ACTO) of Naga City wrote on Feb. 28 this year the NCCA informing and requesting the latter to act on the matter.


In its succeeding issue on March 3, 2022, Bicol Mail headlined on its front page ACTO’s opposition to the planned demotion of the building based on the grounds cited above by NCCA.


Based on its research, Bicol Mail found out that in 2019 the planned demolition of a similar FLA building in Iloilo City, also designed and built by Locsin, did not materialize because of the strong opposition of the Iloilo City Cultural Heritage Conservation Council.


In a related news, Rappler on Tuesday, May 17, 2022 published an article stating that the Philippine Long Distance Telephone (PLDT) has filed a petition with the NCCA to remove the 15-storey Ramon Cojuangco Building located at the corner of Dela Rosa Street and Makati Avenue, as an ICP.


The building, also designed by Locsin, serves as the headquarters of PLDT.


In its petition for the removal of ICP status, PLDT said the building “does not demonstrate exceptional cultural, artistic, and historical significance. Thus it cannot be regarded as an ICP.”


PLDT said the building does not represent Locsin’s iconic works, and that it is “generic, nondescript, and purged of any reference to local culture, tradition, climate, or identity of the place.”


ICP is defined by RA 10066 as “a cultural property having exceptional cultural, artistic, and historical significance to the Philippines as shall be determined by the National Museum and/or National Historical Institute,” PLDT said.

LEGACY BUILDING This is the former Filipinas Life Assurance Company Building along the national highway in Concepcion Grande, Naga City. It was designed and constructed in 1970 by Leandro Locsin, the country’s national artist for Architecture in 1990. As such, the building is listed by the National Commission for Culture and Arts (NCCA) as an Important Cultural Property (ICP). It is scheduled for demolition in the near future to give way for the construction of a new six-storey modern building that will house the Pag-IBIG Fund Naga City Branch office. While in the stage of budget preparation, the City Budget Office of the city government of Naga said that it is likely to endorse for Sangguniang Panlungsod approval an annual budget of P1.6-B for year 2022. The LGU’s budget last year was P1.4 billion.

City Budget Officer Francisco M. Mendoza said that at moment all the departments and offices of the city government are presenting their individual budget proposals to the public via zoom with the members of the Naga City People’s Council (NCPC) and other representatives of different sectors in the city. It can also be seen in the Naga City government Facebook page.

He said the public presentation of budgets serves as a facility for the local government’s offices and departments to inform the people of their priority goals in the coming year and report how they dealt with their respective financial plans and finances in previous year.

The budget office plans to submit the city’s proposed annual budget to the city council for approval in October 2021.

The budget officer who also serves as the LGU’s administrator said that it can be presumed at this early that the primordial thrust of the city next year will again be the sound management of Covid-19 responses.

“Aside from that, we also aim to continue to undertake interventions that seek to revive the local economy,” he said.

Mendoza said the city’s community employment program (CEP) is among those that can expect a bigger budget next year along with the Business Stimulus Program and Tabang Tugang.

CEP provides short-term 10-day community work at minimum wage to those who were displaced from their jobs due to the pandemic while the Business Stimulus Program provides interest-free loan to various types of businesses similar to the Tabang Tugang which aimed at providing displaced workers with zero-interest loans to be able to establish online and offline livelihood ventures.

He also bared that the LGU is also planning to hire more skilled and non-skilled Nagueño workers for its long-term projects like the construction of new roads, establishment of new development areas, construction of new hospital and other development works to be able to provide them with long-term benefits and bigger incomes.

In a separate interview, City Engineer Alexander Caning said that the LGU was able to generate more than 13,000 construction works due to its various infrastructure projects. He said these projects were undertaken with workers who are residents of the city.

Expected to get a bigger allocation too in the 2022 annual budget are programs on social welfare, nutrition, scholarship, medical assistance and other forms of services being provided for the benefit of the constituency.
