FIRED up by the news on recent cases of Coronavirus Disease 2019 (Covid-19), the City Government of Naga began to mobilize on Monday, April 24, this year, its Health Emergency Response Task Force (HERTF) to be able to plan out prevention strategies against further transmission of the dreaded disease.

HERTF is a local inter-agency body created by the city government with a mandate to establish preparedness and ensure efficient government response to assess, monitor, contain, control, and prevent the spread of Covid-19.  

The course of action was executed a day after the resolution of the Inter-Agency Task Force (IATF) placing Naga City in Bicol Region under Alert Level 1 status until April 30, this year, was approved.  Bicol provinces such as Albay, Camarines Sur, Catanduanes, and Sorsogon got the same alert level.

Also declared under Alert Level 1 are the towns of Basud, Capalonga, Daet, San Vicente, and Talisay in Camarines Norte and the municipalities of Balud, Batuan, Masbate City, Mandaon, Milagros, and San Fernando in Masbate.  All the rest of Camarines Norte and Masbate towns were put under Alert Level 2. 

Unlike those areas categorized under Alert Level 2 or any other places with higher alert level, Naga City is exempted from observing restrictions on venue capacity, which means business establishments in the city are open up to 100% capacity.      

In a meeting, Naga Mayor Nelson Legacion directed Dr. Ronaldo Amoranto, Acting City Health Officer, to lead the task force.  He was also given instruction to review the safety prevention protocols to help limit the spread of the virus.

“We must remain vigilant and practice the infection prevention and control measures, such as proper use of PPEs, observe the physical distancing rule, and maintain a good personal hygiene, the health officer said.

After saying that the city government is waiting for the delivery of a new kind of anti-Covid-19 vaccines that has greater efficacy, capable to help the immune system to squelch any strain of Covid-19, Amoranto admitted that the new version of the virus is more transmissible than its predecessors.

Allen Reondanga, head of the City Events, Protocol, and Public Information Office (CEPPIO), said that the city mayor has instructed already the chiefs of offices and department heads at the City Hall to send their personnel suspected to have Covid-19 symptoms for antigen testing. 

“I requested our health office to oversee the testing of our employees and check those with Covid symptoms so that we can immediately come up with interventions. We already have protocols in place, but it is still essential to remain vigilant because Covid-19 remains a serious public concern,” Legacion said.

Legacion preferred to prioritize the City Hall employees to ensure that they are not infected with Coronavirus considering the nature of their work as government employees who are onto the frontlines to serve the public.   

Reondanga said that based on the guidelines of the Department of Health, a fully vaccinated person tested positive for Covid-19 will be sent to 5-day home quarantine.  No office lockdown will be enforced.

The 5-day home quarantine rule, however, does not apply to those who are suffering from severe or critical cases that need to be brought to the attention of medical doctors at hospitals.  

During the HERTF meeting, which was attended by representatives from different government agencies, it came up that sore eyes could be a significant Covid-19 symptom. Research cited evidence suggesting that Covid-19 virus could sneak into the body via the cornea, the clear half-dome covering the front-center portion of the eyeball. 

An educated guess was also made that the virus could spread via tears into the place where it does the most damage – the lungs.  How? Via the tear ducts in the eyelids that carry tears away from the eyes and into the nasal cavity.  From there, the virus could be inhaled into the lungs. 

As of press time on Wednesday, April 26, the City Epidemiology and Surveillance Unit of the City Health Office was able to register 15 active cases in the city.  A total of 73 confirmed Covid-19 cases were chalked up within the January-April 2023 period.  57 were reported to have recovered from the disease with one failed to survive.

The city’s vaccination activity is continuously being performed at the 2nd floor of the SM City Naga from 10 o’clock in the morning to 4 o’clock in the afternoon, Monday to Friday.  It caters to persons from 5 years old to senior citizens, residing or not, in the city.  Symptomatic patients in need to undergo antigen test are advised to go to the City Health Office 1 p.m. to 4 p.m. Monday to Friday.

Robredo Coliseum.


Reynor Rodriguez, the city’s vaccination coordinator, said the project is expected to reduce the number of unvaccinated children age 5 to 11 years old. At present, there are around 15 percent of the target 30,000 children have been inoculated.

The city government is administering Pfizer Covid-19 vaccines to children of such age group as recommended by the Food and Drug Administration. The Pfizer vaccine for kids is specially formulated for younger bodies – it only has 10 micrograms per dose compared to the adult version, which has 30 micrograms per dose.

As in previous conduct of child vax, the city government will see to it that the pediatric vax sites are child-friendly to make the inoculation drive as fun and exciting as possible using mascots, costumes, music, and colorful designs.

In the city’s vaccination campaign, Rodriguez said the city is continuously undertaking its vax drive despite having vaccinated around 74 percent already of its 210,000 general population.

Meanwhile, the city government is continuously conducting coordination with the private sector, especially to the management of different malls, where off-site immunization activities can be held.

He said the city government is doing some arrangements so that parents who wish to submit their children for off-site immunization will be accommodated thru online scheduling.

Dr. Vito Borja, NCHO chief and chairperson of the Health Emergency Response Task Force (HERTF), said that the public should be vigilant and cautious enough against having cough, cold, and body pain.

“Cold-like conditions such as sniffles, headaches, and tiredness also indicate possibility of Omicron variant infection, the symptoms include nausea and loss of appetite,” Borja said.


He assured Nagueños that his office continues to conduct swab or RT PCR test on anyone who wishes to know about his/her real condition.


Renne Gumba, executive director of Public Safety Office, maintained that the LGU doesn’t see yet the urgency of establishing border controls at the city’s entry and exit points despite the detection last month of two cases of Omicron variant in the municipality of Bombon and Tigaon.

The HERTF’s enforcement cluster has instead made recommendation to Mayor Nelson Legacion to make the implementation of different safety and health protocols more rigorous. “We are intensifying further our interior control and monitoring approach by way of conducting constant check on people entering the barangays,” Gumba said.


Borja, however, said that fully vaccinated persons from outside the city still need to bring with them their vaccination cards. “Aside from the vax cards, individuals coming into the city must see to it that they are free from any symptom of Covid-19 and should follow the health protocols dutifully while in the city,” he said.

Among the policies that HERTF will adopt is the inspection of QR and vaccination identification cards on individuals upon their entry to any of the city’s establishments and offices. “Entries may be recorded on logbook with the absence of e-salvar IDs,” he said.

Partially vaccinated and unvaccinated individuals are required to bring IDs and negative RT PCR/swab test results, which were issued 48 hours before their entry to the city, as PNP and Public Safety Office personnel conduct random check on persons at public places for the documents required of them.

In related news, the sprawling Camarines Sur National High School annex campus is being readied again to admit Covid-19 patients, especially those who are tested positive for Omicron variant.


Borja said aside from the school campus, his office is still looking for additional area, which can be utilized as temporary quarantine and treatment facilities in preparation to possible surge of Omicron variant in the city.

On the proposed re-staging of expanded in-person classes, Legacion said that the LGU and the DepEd officials along with other education stakeholders in the city will again conduct exploratory talks on the matter.

A high-ranking official of the Department of Health (DOH) has lauded the City Government of Naga for its effective and efficient vaccination program.

DOH Assistant Secretary Nestor Santiago Jr., MD made the remark on Monday, Nov. 29, to see how the 1st National Vaccination Day went on in this city, Iriga City and in the towns of Bato, Del Gallego, and Cabusao.

He said on December 15-17, this year, a second round of the national government’s vaccination day will reel off to give more focus on a more consolidated efforts that aim to further the vaccination coverage in the country.

The former DOH regional director in Bicol also took notice the decreasing number of Covid-19 cases in some parts of the country which, he said, has been happening also in this city.

“The situation indicates that Covid-19 cases here in Naga, which can now be counted in our fingers, are well below as compared to several hundreds of people diagnosed negative to the virus,” he said.

As of Nov. 20, the Analytics Team of Health Emergency Response Task Force has registered a 14-day average daily attack rate of three.

Santiago also lauded the local government for the establishment of more vaccination sites whereupon it continues to gather a bigger number of vaccinated people. “Naga’s vaccination coverage is remarkably high and the constituents’ participation in vax rollout is truly laudable,” he said.

The city government sets its target to vaccinate 3,863 high school students on the last day of November or before December 1, this year. As of this writing, around 5,305 children (ages 12-17 years old) were administered to have received a first dose of either Moderna or Pfizer vaccines.

As of Nov. 26, the total number of individuals (adult and children) vaccinated with first dose are 86,336 while the fully vaccinated are 68,123.

Aside from the JMR Coliseum which houses the city’s Mega Vaccination Center, the city maintains at least 12 vaccination sites (6 schools, 2 malls, and 4 covered courts).

Santiago, who hails from the municipality of Cabusao, thanked the city government for aggressively taking the frontline alongside with the national government in the fight against Covid-19. He said Naga is participating well in the so-called “whole of the society approach” to address the problems brought about by the pandemic.

In a brief meeting with Santiago at the Naga City Mega Vaccination Site, Mayor Nelson Legacion attributed Naga’s impressive vax coverage to the teamwork and cooperation of the private sector, especially the academe, which permitted the LGU to use their schools as pediatric vaccination sites.

A glance at the city’s latest Covid-19 situationer from the Analytics Team (as of Nov. 20):

  1. We have now surpassed the situation pre-delta surge in July and August 2021. The last time we saw 7-day average daily cases of 5 was at the beginning of April 2021.
  2. Our 14-day Average Daily Attack Rate has further slid to 3, from 4 a week ago
  3. Our case growth rates have been negative for 6-7 weeks now (for 2-week and 1-week growth rate, respectively)
  4. We have had 11 days of single-digit 7-day average cases, starting in Nov 10. For Nov 19 and 20, our average has gone down to 5.
  5. Even our positivity rate, which moved sideways last week, resumed its downward track. It ranged between 12-13% on Nov 19 and 20, better than last week’s 19 and the peak of 41 in late September
  6. For the last 3 weeks, our hospital resources have been at low-risk category.

Willy Prilles, Analytics Team head, said that for the above reasons, the city is further downgrading its projections from 10-20 last week to 5-15 this week, on the strength of durable mean R numbers at around 0.5-0.7.

The City Government of Naga (CGN) is putting up additional garbage bins in Central Business District (CBD) I and II to give way for the proper disposal of infectious medical waste materials, an approach that can be of help to prevent the spread of Coronavirus disease 2019 (Covid-19).

Engr. Joel Martin, chief of the Solid Waste Management Office (SWMO), said the placement of yellow garbage containers will also be undertaken in the city’s 27 barangays, especially in residential and business districts including government and private establishments or offices, and vaccination sites.

“We are zeroing in on areas where used face masks, face shields, gloves, and other personal protective equipment (PPE) and infectious waste materials are being thrown away carelessly by people unmindful of the consequences of their actions,” Martin said.

At present, the SWMO has initially put up 41 sets of yellow garbage bins along the main streets in the city’s business districts. More than a hundred are about to be deployed in the barangays.

Martin said garbage in yellow bins are being collected by a separate team of PPE-wearing SWMO personnel who uses a garbage truck that is not included among the fleet that transport regular solid waste materials to the sanitary landfill (SLF) in Brgy. San Isidro.

Upon the orders of the Department of Environment and Natural Resources-Environmental Management Bureau and the Dept. of Health, the hazardous residuals are being discarded by SWMO into septic vaults in Brgy. Balatas and the one near the SLF.

City Councilor Salvador del Castillo, chairman of the committee on environment and energy in Sangguniang Panlungsod, said that a city ordinance will be enacted to ensure that rules on proper disposal of health care waste are religiously followed.

He said his committee is now in consultation with the public to inform them about the planned coming up with an ordinance and to make them fully aware of the advocacy that they have to support.

“We should not underestimate the importance of proper disposal of infectious residuals even though cases of infection in the city seem to have continuously going down,” the councilor said.

As of press time of Wednesday (morning), Nov. 9, the Naga City Contact Tracing and Monitoring Center recorded 6 new Covid-19 cases.

In a solid waste management board meeting, the councilor underscored the importance of the yellow bins which are now being installed while an appropriate ordinance that bears a penalty clause has yet to be enacted.

Del Castillo, however, emphasized that what is being needed to see good results in the advocacy is the people’s participation, commitment, and common sense and not so much on the strict implementation of ordinance. “And that is the essence of waste segregation at source,” he said.
